Unless I'm missing something, only one vote at a time can be entered.  If a
product wanted to allocate 100 or 1000 voting "units" to each person, that
could get quite tedious.

Simply adding a "Vote Count" dialog to the voting UI and altering the INSERT
statement on the back end should do the trick.

Actually, it seems more than tediuos - it's impossible (again, unless
there's an alternate UI I'm not aware of).

You're missing something. :-)

The Vote UI only uses checkboxes if the administrator has set up so that product
can only have 1 vote per person per bug.  If the administrator has set a higher
amount of votes per person, a text entry box is displayed to let you enter the
number of votes you want to allocate to that bug.
