STR:
1. Make some searches, e.g. "cat" (with search history enabled)
2. Go to settings and Clear Search History
3. Go back to urlbar and type substring of previous search

Expected: No search history items are displayed
Actual: Search history items are shown (with "history" icon)
This sounds really similar to bug 1230568 and bug 1223983. It might be the same underlying issue.

Fixing Bug 1233602 seems to implicitly fix this too - there we weren't checking for the "Search History" preference when refiltering search suggestions, meaning the old list of suggestions remained (whereas when that is fixed we'll be updating==emptying the search history list).
