Trailing comma in PTO recipient CC list causes email to be sent to none of them

Details

1) Fill out the PTO submission form, making sure you have a few email addresses entered in the CC list, with a trailing comma at the end, eg:

foo@bar.com, bar@baz.com, 

2) Choose the "CC me" option
3) Submit the PTO
4) Check the email that was sent to yourself

Expected:
The email has all of the recipients listed.

Actual:
Only yourself is listed as a recipient.

I also got this error:

Your PTO was NOT put into the database, due to an error, EVEN THOUGH an email was sent. Please resubmit your PTO :( 

I tried again without the trailing comma and got the same error again, but this time at least the email was sent to all of the recipients.
