Comments on bugs are now being added for all sorts of purposes: descriptions,
design discussion, adding attachments, reviewing/on attachments, short notes
when changing bug attributes, sorry notices for bulk changes.  Each of these
types is generally intended for different audiences (or roles).  Combined they
result in information overload, and usually waste bandwidth.

A comment type field (e.g. 'SUMMARY', 'COMMENT', 'ATTACH', 'ONATTACH' (or
'REVIEW'), 'CHANGE', 'BULKCHANGE', ..) in longdescs would provide a means to
have multiple summaries (bug 99240), support for private comments (bug 7415) and
explanatory comments (bug 73173).  Generally it would allow the presentation of
comments to be controlled by logic.  Queries on comments could be refined to
queries on the summary; increasing performance and reducing the number of
inappropriate matches.
