Steps to reproduce:

Currently we have to click on the "+" button on the comment bar to expand a comment. Instead it would be better if we can make use the comment bar itself to expand the comment, which includes removing the "+" at the end of the comment bar

makes sense, but we shouldn't remove the "+" button as part of this change.

If we make the comment bar also does the same work for opening/closing the comment, i don't know what's the use of "+" there (which does the same work)

to make the expand feature discoverable, for parity with the existing ui, and to reflect the "-" button when the comment is expanded.

This would make that consistent with the behavior of the metadata sections.
