initially for beta 45 we are going to have developers sign each addon they are working on prior to checking in to tree. 

Going forward, it would be nice if build/test automation could take the burden off the developer and sign for them.

Ideally, this would be when we are switched over to taskcluster and can create tasks that sign addons in a manifest automatically after a cooresponding build job. Like signing ff itself, we would like addon signing automation to be run outside of the actual build task
