Bug 1221262 brought up that:
* the expiry email notification comes rather short before expiry
* sheriffs might get surprised by expiry and might have to go into prolonged tree closures etc.

Per bug 1221262, comment 16, lets loop in the sheriffs when expiry comes close so they can figure something out.

From that i suggest the following expiry notification mail rules:
* 6 weeks before expiry (one cycle) notify developers
* 2 weeks before expiry:
  * notify developers again
  * notify sheriffs@mozilla.org (so they are not surprised and can take action)
