1234084 - Can't access APN settings, Settings app breaks

B2G 2.6 20151219030206 on Flame (v188D_nigthly_v4 base image)

I made a factory reset of the device and then enabled the data connection in Settings > Cellular & Data, then tried to access Settings > Cellular & Data > Sim 1 > APN.

Actual result:
APN settings don't get opened, back button doesn't work.

According to github, both files haven't been touched for two years.

It *should* be fixed by bug 1233847
