We need to popup and alert when the user doesn't have carbonlib1.4 on OS9

i was under the impression (from some macdev meeting or another) that we were going to ship the carbon version for machV on os9. If that's the case, then we need to fix this. If not, well, i guess it is RTFM, but should be an easy one to knock off.
No, we won't do Carbon on 9 until after the next *cough* major release.
