In bug 1232776, I'm not entirely convinced that our API throttling is working entirely as expected.

We should add some more tests to ensure that:
1) The request limits are per user, not globally
2) That they are summed over all endpoints/projects
3) That the correct backoff value is given in the response

...and probably other things that I've forgotten.
