Bughunter finds a large number of shutdown hangs and generates crashes for them. Since many of these are spurious due to the slow nature of the VMs and also due to their volume, I've decided to temporarily at least set the shutdown hang timeout to 6 minutes instead of one minute. Any shutdown hangs we detect should be actionable and we should file bugs on them. As the shutdown hangs become fixed, we can lower this value and file bugs on the remaining hangs.
