Steps to reproduce: 1. Obtain a new email, whether it's a disposable account or personal domain address. Main providers do not apply (Gmail). 2. Sign in on Persona with new email (tested on mozillians.org and developer.mozilla.org). 3. Confirm email Expected result: User should confirm email, and be sent to set a password for their Persona account. Actual result: User is sent to a login page with no opportunity to set a password, rendering the user unable to login or finish creating their account.

This flow seemed to work OK for me, I was asked to set up a persona.org password before the confirmation email was sent. I believe the page in your screenshot is shown when you "add another email" to an existing persona.org account. You have to enter your persona.org password before it will confirm your email address. I agree there's some potentially confusing UX here, but persona.org will be decomissioned later this year, so I dont think we'll have an opportunity to address it.
