2.) From the dropdown country list, select 'Mexico'
3.) Click "Get a phone" button
4.) In the modal, click the "Telcel" provider link.

Expected results:

Link should show a Firefox OS phone

Actual results:

Link is 404: http://www.telcel.com/portal/equipos/begin.do?idEquipo=3883

Verified FIXED; link from the steps in comment 0 now end up at http://www.telcel.com/personas/equipos/telefonos-y-smartphones/alcatel/4012#opciones-compra which loads fine.
