The other *osk* settings are default (though TabTip.exe is bold, but I guess that's expected) First noticed this on Firefox 43.0.* (32bit). Alex, is this still an issue for you on your hardware? I haven't observed this issue with latest Nightly 51.0a1, 20160810030202 on Win10 Surface Pro.
Oh, how easy it is to forget about something. Well, I've upgraded to Windows 10 since. So I'm not sure what fixed it. But I haven't noticed the issue for a long time. I keep thinking that I found some different issue where I changed an about:config setting to prevent the keyboard from popping up. But I guess that's a false memory. So no, not an issue anymore.
