Tried it twice. (Well, the later times found no changes, but still said "submitting 11 changesets for review", which makes sense.)

Then I tried with push -r . review, and it succeeded. (It still didn't push any new changesets, so perhaps it's just that the 3rd time was the charm. I don't know.)

I was pushing b20ea9e116e8, which is now in https://reviewboard.mozilla.org/r/11493
