Menu titles for "History" and Developer" titles use text-transform: uppercase, but doesn't follow uppercase for Turkish. Some other locales prefer to avoid using text-transform: uppercase as well.

It's small-caps though, not uppercase. Discussion about small-caps in that menu https://bugzilla.mozilla.org/show_bug.cgi?id=992637#c24 As it stands, I think this one is a dupe of bug 1175132.

Thankfully, the new Photon menu removes this madness.
