Details

in mozilla 0.9.8 using control-return combination does not 
send the message though its listed in the file menu as
a binding for the "send now" option.

to reproduce do a default complete install of mozilla-.9.8 to
windows 2000, setup a mail profile and compose a message.
Pressing any combination of control-enter is ignored.
Known problem because some control sequences don't work on windows.  However see
bug 20336 which is related.
