There are two reports of windows nightlies being broken on startup.

I don't have access to a windows VM right now, but let's disable updates until we know what's up.

Also, anything on releng that changed wrt l10n repacks?

Macs work fine, so let's restrict this to win32/64.

bug 1236259 and bug 1236298 are reports. Apparently some builds work, at least fr.

Sounds like an l10n-merge problem, but one that's windows only, which is weird.
Bug 1236259 is verified. Since nobody acted on this, I guess there's nothing left to do.
