Changing the language and restoring the previous session does show for a very short time "New Tab" in the old language

Steps to reproduce:

1. While having a "New Tab" open I have enabled a language pack in about:addons -> Languages and restarted Firefox.
2. I have clicked on the menu bar -> History -> "Restore Previous Session".


Actual results:

A "New Tab" was created which was for a very short time in the old language until it updated.


Expected results:

The "New Tab" should not appear in the old language.
