Steps to reproduce:
If you are using Mac OS X (10.9 - 10.12) Select Show my windows and tabs from last time selected in the General preferences pane.
Actual results:
The browser refused to quit and force quit did not work.
Expected results:
It should have closed the browser/
Workaround: Select show a blank page or show my home page. Pin essential pages.

Yes, the OSX version I meant is 10.11.2.

(I've never seen this reported before.)
