Split out from bug 1231697 https://github.com/mozilla/loop/pull/7

For a new profile, it looks like a couple steps are needed:

~ (create loop-dev profile)
- xpinstall.signatures.required toggled to false
- un-disable the add-on

Once those are done, "make runfx" works on subsequent runs. Not clear if all of these steps are necessary to automate or just better documented.
Note Mike de Boer has also been working on some of these fixes.
