"Needs more information" does not reflect exactly what's doing

Wondered before, about what does the checkbox "Needs more information" under the reply form exactly means. My two guesses was: 1. It means the question is not specific enough, so I am not able to solve it and the user has to provide more information to the question. 2. I am not experienced enough to solve the whole problem (or the user is facing multiple issues and I can only one solution) and someone else should look at it and amend my answer. Asked on IRC and Madalina "we use that for statistical reasons, to check how many questions we cannot answer because they do not have enough details", so it's #1, despite the fact the checkbox is right below the text area, which might support #2. Not sure if it's just me, not native English speaker, but I suggest to change the label to something more specific, like "The question needs more information", or "Needs more information from the user" suggested from Philipp.

seems like this needs better definition, and posible change?

To me, it seems similar to the "Need info request" we have in Bugzilla, in which we have the ability to tag other user. I agree that we may need a slightly better copy for that section to make it clearer. I filed this bug report to GitHub.
