If you install using the stub installer, the content and skin packages for XBL
form controls doesn't get registered, causing them not to work.

You'll need a similar patch for the commercial tree, I won't object if you
attach it here to this bug.
This will work, not sure of performance impact of another .jar to read if we
need these at startup anyway. That can be a separate bug since this has
obviously already been checked in this way.
