In case we're doing history load, we don't want to use scroll restoration state from mOSHE, but from the to-be-loaded SHEntry.

The patch makes Gecko to pass https://bugzilla.mozilla.org/show_bug.cgi?id=1155730#c11
(that test does rely on UA specific behavior, but since we're scrolling in other cases, I think we should scroll in this case too)
