STR:
1. Download "pdf_file_1" below and open it in firefox using built-in pdf viewer
2. Open Findbar, type "transport" there
3. Press Down key several times to scroll the document down
   so that the string highlighted in Step 2 was not visible in content area
4. {Click in urlbar and press Ctrl+"="} or {click [+] button on pdfjs' toolbar} several times
   to increase zoom level (to trigger that painful pdfjs resizing)

Result:       
 The document was scrolled to the string highlighted by Findbar in step 2

Expectations: 
 The document should stay still (the distance between the upper part of the document visible in
 content area AND the upper part of the document itself should not change)

I have reproduced this bug with Nightly 46.0a1 (2016-01-05) on Windows 7, 64 Bit!
This bug's fix is verified with latest Beta!

I reproduced this issue using Fx 46.0a1, build ID: 20160105030211, on Windows 7 x32.

I can confirm this issue is fixed, I verified using Fx 65.0b7, build ID:  20181227144402, on Windows 7 x32, Windows 10 x64, macOS 10.13.6 and Ubuntu 18.04
