Now that FHR is gone, we should remove all the related histograms. That means: 1 - Removing all the HEALTHREPORT_* histogram definitions from Histograms.json. 2 - Remove the relevant entries in bucket-whitelist.json (if any) 3 - Verify that there's no code left to update/use these histograms (there shouldn't be any).
