I've been on medical leave for several months, and in that time my HG account seems to have expired. I'm starting to do a little work again now, so would be nice to have it reenabled :) Was originally level 3 access (added in bug 539789, I think)
It is still enabled afaict.

Er, hmm... that's interesting. MozReview has the "Land Commit" action disabled, with the message "You must have scm_level_3 access to land". But I just checked manually via running "hg outgoing" on mozilla-central (which logs in via SSH just like committing, so I guess needs that permission) and that worked fine. Which I guess means my assumption was wrong, and this is a bug in MozReview (filed bug 1240689).
