Steps how to reproduce with SeaMonkey German 2.39 final Mozilla/5.0 (Windows NT 6.1; WOW64; rv:42.0 from official download area) Gecko/20100101 Firefox/42.0 Build 20151103191810 (Classic Theme) on German WIN7 64bit:

In sidebar panel rightclick on column header in History- or Address-book panel.
Expected: context menu with list of possible columns with checkmarks for
          visible columns should appear
Actual:
   History: Nothing happens
Address Book: Same context menu as for address entries appears.

a) This one is more or less a DUP of "Bug 148545 - Right-clicking a
column header should list available columns instead of using
context menu for an item, but there is no chance that we will get
a SeaMonkey bugfix via that bug.
b)
Hm... If we regard bug 148545 as a meta bug, then we should "block" it. If we regard it as a backend bug, then we could make this bug "depend" on it (i.e. be blocked by it). But of course not both.
b) seems no longer reproducible for Address Book sidebar panel with unzipped installer of UNofficial (by Adrian Kalla) en-US SeaMonkey 2.53a1 (NT 6.1; WOW64; rv:56.0) Gecko/20100101 Firefox/56.0 Build 20170620091523 (Default Classic Theme) on German WIN7 64bit
b) Still REPRODUCIBLE with unzipped installer of official en-US SeaMonkey 2.55a1
   (NT 6.1; WOW64; rv:58.0) Gecko/20100101 Firefox/58.0 Build 20170925010525
(Default Classic Theme) on German WIN7 64bit
b) Also still REPRODUCIBLE with unzipped installer of official en-US SeaMonkey 2.53a1
   (NT 6.1; WOW64; rv:56.0) Gecko/20100101 Firefox/56.0 Build 20170706013410
