When a requests access to devices using |Bluetooth.requestDevice()|, UA should be able to provide a way to let a user gesture for a website to trigger a scan. The UA should inform the user what capabilities these services give the website and the risk.

The mechanism is out of scope of W3C spec. And the mechanism should not be able to be used by normal applications.
