Reproducible with 43.0.4 (Build ID: 20160105164030), 44.0b8 (Build ID: 20160111185352), latest Developer Edition 45.0a2 and Nightly 46.0a1 (both from 2016-01-11)
Affected OS: Ubuntu 12.04 64-bit and Ubuntu 14.04 32-bit

Steps to reproduce:
1. Launch Firefox with a clean profile.
2. Click Hello icon.
3. Click Get Started button.
4. Move the mouse cursor on the Hello panel margins and drag.

Expected results: Unable to drag; Hello panel is not resizable.

Actual results: Width and/or height of Hello panel is altered. 

Additonal notes:
1. Screen recording attached.
2. Unable to reproduce under Windows and Mac OS X, nor with Bookmarks or Pocket panels.
3. Also reproducible with Nightly from 2015-01-01, which indicates that's not a recent regression; Will investigate further.
