For this radio button, it is possible to get two of the radio buttons selected
at the same time (which should be impossible).  I cannot reproduce this with any
other radio button under Preferences, but for this one I can reproduce it every
time.

Reproducible: Always
Steps to Reproduce:
1.  Make sure preferences are set to accept all images.
2.  Go to Edit / Preferences / Privacy & Security.
3.  Under Image Acceptance Policy, click "Accept images that come from the
originating server only".  As expected, "Accept all images" unselects.
4.  Now click "Accept all images".

Actual Results:  "Accept images that come from the originating server only"
stays selected, with the result that now both of the last two radio button
options are selected.  If you hit the Okay button and go back into Preferences,
only "Accept all images" is selected.

Expected Results:  When "Accept all images" is selected, "Accept images that
come from the originating server only" should unselect.
confirmed on current linux (2002-02-07-07) as well.

focus is all screwed here.  Trying to navigate those radio buttons using up/down
does not let me select the middle one!  So basically, the middle radio button is
not in the radiogroup for some reason.

The problem seems to be the "observes" attribute on the middle radio button. 
Removing that fixes issues.
