This test is being broken out to its own file in Bug 1234287.

The existing test is opening the network panel through an API call. It should instead be simulating a click on the link in the web console.

The test does not exist anymore, and the ones we have that open the netmonitor do it by opening the context menu and clicking on the "open in netmonitor" entry [1]
