Steps how to reproduce  NOT reproducible  REPRODUCIBLE with  SeaMonkey German 2.39 final Mozilla/5.0 (Windows NT 6.1; WOW64; rv:42.0 from official download area)  Gecko/20100101  Firefox/42.0  Build 20151103191810  (Classic Theme) on German WIN7 64bit + Chatzilla Version 0.9.92 (en-US):
1. Launch Chatzilla

all in following steps is ok
2. Enter <irc://freenode/Piratenpartei-Braunschweig> or a similar channel
   with only few participants 
3. Chatzilla Window size: half screen height/width
   » Contents area below header probably shown with vertical scroll bar
   » Contents area below header probably shown without horizontal
     scroll bar.
4. If horizontal scroll bar shown: increase windows width to full 
   screen width
5. Now drag and drop right Chatzilla window border slowly to the left
   to decrease window width
   » Text lines in Contents area below header will be wrapped      :-)
   » horizontal scroll slider will appear very late window width 
     20% screen width or smaller, but that's ok, wrapped lines are
     better to handle than using scroll slider

following is not ok:
6. Chatzilla Window size: half screen height/width
7. <f9> if necessary to sow User List pane
8. If user list is not completely visible increase window height 
   and/or User List pane width
9. Now drag and drop right User List pane border slowly to the 
   left to decrease pane width
   » right end of tool long user names will be replaced by
     "..."                                                         :-)
   » Finally user names will completely disappear, only
     "..." remains, no horizontal scroll slider                    :-(
   » Finally even "..." disappears
     no horizontal scroll slider                                   :-(
   Bug: horizontal scroll slider will not appear before even
        bowl symbols would disappear because of decreasing 
        pane width                                                 :-(
Additional information

a) also Chatzilla as Firefox add-on affected, so probably a Chatzilla issue
b) even worse if users list is truncated at the bottom because of too small
   window height or big height of input line area: horizontal scroll slider
   will not at all appear

   on VirtualBox Ubuntu 14.04 LTS + Chatzilla Version 0.9.92 (en-US):
   For unknown reasons my Chatzilla did not fetch channels, so that I had to
   open my own private channel.
   With this environment at least the "horizontal scrollbar appears too late"
   problem also is reproducible on Linux
d) I did not find an obvious DUP in <https://bugzilla.mozilla.org/buglist.cgi?cmdtype=dorem&remaction=run&namedcmd=DUPs1239216&sharer_id=41036>

c): in second attempt step 9 problem also REPRODUCIBLE with  English 
    SeaMonkey 2.43a1  (X11; Linux x86_64; rv:46.0)  
b): "Horizontal scroll bar does not at all appear" problem for user lists 
    exceeding user list pane height seems to be Windows specific
    With Linux horizontal toolbar finally will appear, but later 
    than it appears if user list pane shows complete user list.
I'm pretty sure the userlist intentionally doesn't have a horizontal scrollbar. The start of usernames is much more important than the end for autocomplete and away-suffix purposes ("Foo_away" etc.) and so we don't show a horizontal scrollbar. James, does that sound right to you?

Sounds plausible, I don't need a horizontal scrollbar there, I only stumbled upon the ugly effect. I think horizontal scrollbar should be dropped for user list.
I don't understand the problem (you seem to say there's no horizontal scroll bar in the user list, then say we should remove the horizontal scroll bar in the user list - which is it?), but ChatZilla doesn't do anything to specifically for or against scrolling in either direction, so whatever you're seeing should be the default for this element.

I would agree with Gijs that it's not particularly useful to have a horizontal scroll bar in the user list.
