The City of Berkeley web site uses layers for the menus along the left-hand edge
of the pages. The site is generated using FrontPage and NS6 and Mozilla are
treated like Communicator and given layers.

I was having network issues earlier...
Confirmed. Frontpage 4 code with nn4 and ie4+ code forks. Page works and
gracefully degrades for non nn4/ie4+ browsers.

problem as they provide links on the pages.
