In https://reviewboard.mozilla.org/r/30807/, I manually pushed the changesets before smacleod autolanded them through the web UI. Autoland supposedly attempted the rebase and Mercurial dropped the empty changesets because they were already applied. Autoland then attempted to `hg push -B @`, which resulted in an error because there was nothing to push.

In this special case, I think Autoland should mark the review series as submitted because the changesets were in fact already landed (just not by autoland).
