I can resize the window by clicking and dragging the left, bottom, or right borders of the window. Is the behavior not the same on your platform?

can you share a printscreen from your platform resizing this window?
Windows 10, FF 47.0.1. can not resize window. The window looks like modal dialog, which are rarely resizable.

(The screenshot didn't capture the mouse cursor, but I just clicked and dragged the lower-right corner to resize the window.)

(I suppose I should have just tried this out on Windows to begin with, which I just did, and it seems that this behavior is different across platforms.)

True, that's what I found as well. See bug 1204320 for a potential fix (filed under the "Preferences" component, since it applies to browser/components/preferences/in-content/advanced.js).

This should be fixed as a side effect of Bug 1036815 being fixed - I'm on Windows, and the device manager window is now resizable to a certain extent.
