This change regressed virtualenv creation for developer mode [1] At least for me on linux. It would fail trying to execute this command: armenzg@armenzg-thinkpad:~/moz/temp/mozharness$ python -m virtualenv --no-site-packages --distribute /home/armenzg/moz/temp/mozharness/build/venv /usr/local/bin/python: No module named virtualenv I'm going to back it out for now and determine what was it trying to address.
