User Story

Acceptance Criteria
* users with permissions can add important dates
* users can select which date is shown on which chart
* dates are shown on charts
I as a SUMO staff member want to be able to add and see important dates on the charts so we can tell why a metric has moved.

This should be on the KPI dashboard (https://support.mozilla.org/en-US/kpi/dashboard)

The acceptance criteria are in the user story field.
