1240247 - Bug 1133073 required a clobber

Bug 1133073 burned m-i and had to be backed out and relanded with a clobber even though the patch had passed some of the same tests on Try.  (For context, start at bug 1133073 comment #14; there's an earlier backout/reland that's unrelated and my fault for not running full tests.)

This appears to be because the patch removed some linker flags from configure.in, but this wasn't picked up by parts of the build with their own configury (JS) or their own makefiles (NSS) without a clobber.  The patch also removed code referenced by those flags, such that the mismatch prevented the executables from being loaded and broke all possible tests.
