This will be fixed with the switch to APZ, our new scrolling implementation. That is currently enabled on the nightly channel (you can download a build from nightly.mozilla.org) and will probably be released in Firefox for Android 47 or 48. Unfortunately we don't plan on fixing it in the old scrolling implementation.

The APZ implementation shipped in 48, and should resolve this.
