[1.Description]:
[AriesKK master][FlameKK master][Settings]Set Time Zone in some cities, then set the system time, but the time is displayed one hour(for example) forward or backward, not the time set in Setttings.

[2.Testing Steps]: 
1. Launch Settings -> Date & Time.
2. Set Time Zone such as "Region: Asia, City: Chongqing".
3. Select Time picker, set a time.
4. Tap OK and observe.

[3.Expected Result]: 
4. The time is consistent to the previous setting.

[4.Actual Result]: 
4. The time is displayed one hour(for example) forward or backward but not the time set in Setttings.
