When we transitioned to github, as part of bug 1231374, I purposely dropped support in the developer standalone server for urls of the format "http://host/content/{token}" in favour of the "http://host/{token}".
This was to simplify our standalone server code, and make it more similar to production where we dropped the "content/" part ages ago.
I have a PR coming up to change the defaults in the loop-server so that getting set up is easier.
