12407 - [NEWS] can't show newsgroups in the folderpane if you specified a userName for the news server

URI parsing broken when username is specified for a news server.

(you'll see this when you use alecf's work around for bug #12397)

I'm working on the fix now.  I should be able to check it in shortly.

fixed.  now if you specify a userName, news will work.

almost all the news related features were busted.

this fix will make implementing authenticated news much easier.

now, I need to go make it work when there isn't an userName specified.

OK when using no user name pref for an nntp server.
OK when adding pref (by hand to prefs.js) for user name for nntp server.
