1241330 - Deleting a saved linked file prompts the user twice and there is a bad transition

If the user saves a linked file and taps "delete" when prompted, they will be prompted again to delete the file. It also flashes back to the webpage during the transition between the two prompts.

Repro Steps:
1) Update a Aries to 20160120143452
2) Open browser and perform a Google search on any subject. 
3) After the results have been populated, tap and hold your finger on a link.
4) Tap on "Save linked file".
5) Tap on the "Download complete" notification and then tap on "Delete".
6) Pay close attention to the screen and notice the transition.

Actual:
The user is prompted twice to delete the file and the webpage will flash in between "Delete" prompts.

Expected:
The webpage does not flash in between delete prompts or the user is not prompted to delete twice.

This also occurs on Flame 2.6 and Aries 2.5

The user is prompted twice to delete the saved linked file and the webpage flashes between prompts.
