12418 - [PP] must launch apprunner twice to load any urls

I tried looking for a bug already logged on this, but couldn't find it.  If you
launch apprunner for the first time after installing it, you cannot load any
url.  Typing in the url in the url bar or using debug | verification to load
any site does not work.  If you close apprunner and relaunch, the problem goes
away and you can load any site using either method.

Build Tested:
M9 build 1999082412 on Win98

Note: Only actual web sites cannot be loaded...i can load any of the test cases
that are included with the build through the debug | verification menu (like
Frames, Tables, JPEG Images, etc)

Is this the case only with Win 95/98? I'm guessing this is somewhat related to
http://bugzilla.mozilla.org/show_bug.cgi?id=12695. Read the last few comments by
paulmac in 12695

This problem showed up way before the bug you mentioned, but i checked with
build 1999090108 on my Win98 machine, and this is no longer a problem.
Resolving fixed for now, will verify tommorrow if it doesn't come up again.
