User Story

We currently allow adding a breakpoint by clicking the gutter, but there's no visual feedback when hovering the gutter to indicate that.

What kind of visual feedback are you looking for? Personally I don't think we really need any, except maybe just turning the cursor into a pointer. Is that enough?

In bug 762979, shorlander suggested a hover state, but it had 2 issues: toggling on then off a breakpoint is confusing because the user might think the breakpoint is still there, just grayed out; and the hover state looks like a disabled breakpoint.

I'm thinking a hover state that looks like

[ + > 

with a white stroke and no background, and the "+" icon to indicate that you can add a breakpoint.
