Description:
Is the user goes into app permissions and attempts to follow a link to an app page then it will open settings in the browser and then open the link to the app page. after the first time this is done it will just open the app page twice.

Repro Steps:
1) Update a Aries to 20160122110550
2) Open Settings > App permissions
3) Open Default homescreen
4) Click on the link to open app developer page
5) Observe settings opening in browser

Actual:
A second instance of settings opens in the browser

Expected:
It is expected that the link to the app developer is all that opens

This issue DOES occur on Flame 2.6.
