nsRuleNode::ComputeBackgroundData treats 'inherit' for 'background-color' as
'transparent'.  That's bad.

Er, never mind.  That had a missing quote.

Somehow I can't seem to show that there's a problem here with a testcase,
although the code really looks wrong.
