Backed out in https://hg.mozilla.org/integration/fx-team/rev/7dc87559627e - that was apparently the wrong version of the patch, since it didn't include removing the line from jar.mn so the builds all burned, but the right version wasn't complete either, since there's still a couple of "<?xml-stylesheet href="chrome://devtools/content/inspector/markup/markup.css" type="text/css"?>" instances that should also be removed.
