[2.Testing Steps]: 
1. Launch Browser app.
2. Go to the website. eg: https://www.munichre.com/HSB/home/index.html
3. Hold on any site.
4. Tap select all button.
5. Find the carat and drag it to other place.
6. Drag the carat again.

[3.Expected Result]: 
6. The page should not move.

[4.Actual Result]: 
6. The page will move while user drags the carat, so it seems like that user is sliding the page.
